The Special Council was ratified on April 18, 1996 by the order of the High Certificate Commission attached to the Republic of Uzbekistan Ministers Cabinet № 119-C. The period of validity of the Special Council is till June 14, 2007.
The Chairman of the Special Council is Professor Yunuskhodjayev Akhmad Nigmanovich.
